该剧讲述了一对婚姻进入了第七年，却意外痛失幼子的夫妻如何弥补婚姻裂痕的故事。。明治45年，新日本进入高速发展时代。实业家涉泽荣一（勝新太郎 饰）请来阴阳师平井保昌（平幹二朗 饰）以及物理学家寺田寅彦（寺泉憲 饰），请求他们安抚因叛乱而被杀的平将门的怨灵，并借助这股灵力推行“东京改造计划”，试图自此建立一个武备完全的军事帝都。然而神秘的魔人保宪（嶋田久作 饰）却扰乱了涉泽的计划，他企图唤醒平将门的怨灵，进而摧毁东京。为达目的，加藤找到平将门的后裔——美丽的少女辰宮由佳理（姿晴香 饰）充当灵媒。一时间阴风阵阵，愁云密布，东京危在旦夕。为了保护帝都，上至军人政客，下至作家文豪纷纷行动起来……
