大字不识一筐的冯天魁（陈宝国 饰）是川军永州警备司令兼66师师长，心血来潮的他自封陆海空三军司令，却在上任大典上遭英国炮艇轰击，军委会中将参谋长贺国光（姚刚 饰）认为冯就是一个什么都不懂的莽夫。由于冯天魁手握川军重兵，国民党反动势力、日伪侵略势力等都对他不敢掉以轻心，并伺机拉拢他为已用。看似鲁莽的冯天魁有时却心细如发，他以不变应万变，多次粉碎敌人的阴谋诡计。
